 Copy all English language files and rename them to be used in your language e.g. (German translator example) English.php -> German.php, English_admin.php -> German_admin.php etc. where German have to be replaced with your language.
Be sure to encode your language files as UTF-8 without BOM. This can be easily done with Notepad++ (search Google) - Format -> ANSI + UTF8 without BOM
