 The norwegian lang-files can be found here.

I believe all of what the users will see is translated. There is still work to do in the admin section.

Following the link you will find lang-files for both v2.01 and v2.03/v2.04. I haven't checked if there are alterations in the lang-files from 2.03 to 2.04, but they have worked for me in 2.04 so far.
