surely you could just make a custom menu in e107 and manually put in the links using the url tags

It's more than easy - open your theme and add
{ SITELINKS=flat:2 }
then go to your Administration - Site Links and add links with render type 2
Done.
Alternatively you could add the shortcode above to a custom menu and just activate it. It's the same.
